Helsinki is making a bold move towards carbon neutrality with a potential small nuclear power plant! Finnish energy firm Helen has identified three promising locations within Helsinki for a Small Modular Reactor (SMR) plant, signaling a significant step towards sustainable energy production. They're aiming for carbon-neutral energy by the 2030s, and this project is a key part of that ambitious goal.
Helen's initiative, launched in September 2024, focuses on constructing an SMR to provide heat for Helsinki. These reactors are designed to be flexible, capable of producing either heat alone or both heat and electricity. During this initial phase, Helen will be busy negotiating with potential partners, evaluating suppliers, and, of course, pinpointing the perfect spot for the plant. The first phase is slated for completion in 2026.
The chosen sites for further assessment are the Vuosaari and Salmisaari power plant areas, along with the Norrberget area in western Östersundom. Interestingly, most of these locations are already active in energy production, managed directly by Helen.
"The potential sites are strategically located near the district heating network," the company notes, emphasizing the importance of factors like environmental impact, economic viability, and safety in their selection process.
But here's where it gets controversial... The next step involves an environmental impact assessment for these sites, alongside land-use planning by the City of Helsinki. Residents will have a voice in this process, ensuring their opinions are heard.
The final decision on the plant's location will be made in the coming years, based on the environmental impact assessment and other studies. This decision will also require approval from the Radiation and Nuclear Safety Authority.
Rikhard Manninen, Helsinki’s Land Use Director, highlights the city's commitment, stating, "We are preparing for the possible placement of a small-scale nuclear production plant in Helsinki."
Helen's CEO, Olli Sirkka, is optimistic, stating that studies show small-scale nuclear power is the best route for achieving carbon-free, cost-effective, and reliable energy. He also emphasizes the importance of community input, saying, "We want to hear the views of Helsinki residents on the project and the site options."
And this is the part most people miss... Helen is considering plant types that can generate heat alone or both heat and electricity, which can be integrated into the district heating network with relatively modest space requirements.
Sirkka further adds that electricity production in Helsinki would stabilize the entire Finnish energy system, providing consistent, weather-independent electricity to southern Finland, where coal-based production has been phased out.
In October 2023, Helen partnered with Steady Energy, signing a letter of intent to invest in a small-scale nuclear power plant for district heating. This agreement, valid until 2027, includes promoting reforms to the Finnish Nuclear Energy Act and potentially procuring up to ten reactor units from Steady Energy, each with a 50 MW output.
Furthermore, in November 2022, Helen and Fortum, the operator of the Loviisa nuclear power plant, announced a joint study to explore collaboration in new nuclear power, specifically SMRs.
